The Refine phase is the analytical heart of the project, where most of the engineering and design work happens.  This phase began with an analysis of Franklin Street within its land use and transportation contexts, asking key questions like: What do we know about how the street functions today? What type of place do we need it to be in the future? And how do we ensure it works well for all users?
